Former bailiff accused of sexually assaulting inmates while transporting them to Middle TN facility

MARION COUNTY, Tenn. (WKRN) — A TBI investigation has led to the arrest of a former Marion County court officer who is accused of sexually assaulting female inmates while transporting them to a facility in Middle Tennessee.

Officials said special agents with the TBI began investigating complaints involving 83-year-old Marshall Raines in August of 2023. During the course of investigation, Raines was reportedly employed as a part-time bailiff and court officer in Marion County.

The investigation revealed that Raines sexually assaulted at least three female inmates on multiple occasions between Sept. 2022 and March 2023. According to the TBI, the incidents occurred while Raines was taking the inmates from Marion County to a facility in Lebanon.

On Monday, Sept. 9, Raines turned himself in at the Marion County Sheriff's Department on an outstanding warrant, charging him with sexual battery and sexual contact with inmates. Authorities reported he was later released on bond.

Following his release, he was then taken to the Smith County Jail due to an indictment that was returned back on Aug. 5, charging him with sexual battery, sexual contact with an inmate, official misconduct, and official oppressions. The TBI said he was booked on a $20,000 bond for the charges.

In addition, the Van Buren County Grand Jury also returned an indictment against Raines on Sept. 9, charging him with two counts each of sexual battery, sexual contact with an inmate, official misconduct and official oppression.

Officials said he was booked at Van Buren County Jail for those charges, where his bond was set at $80,000.

The TBI said Raines is no longer employed by the Marion County Sherriff's Department.
